
Environmental Property Assessments
CONSULTECH'S environmental assessments meet our client's site-specific needs and serve to inform prospective sellers, buyers, investors, and lenders of environmental compliance and/or risk assessment concerns associated with property transactions. We determine if potentially hazardous materials were ever used, stored, or disposed of within close proximity to a subject site, evaluate risks and, if necessary, develop cost-effective measures to mitigate associated liabilities.
Our reports depict a clear picture of the subject site's environmental condition, including color graphical representations of the property, and provide recommendations for the resolution of any identified environmental liabilities.
CONSULTECH uses a phased approach to unveil potential environmental liabilities:
Phase I
A Phase I Environmental Site Assessment (ESA) involves screening a property for environmental concerns through visual observation and information gathering. Our ESAs conform with standards which are generally accepted by banks and other lending institutions who incorporate Phase I ESAs into their property closing proceedings. A Phase I ESA typically includes:
- Review of 60-year historical chain-of-ownership
- Review of regulatory database files for property of concern and adjacent properties
- Interviews with property owner, employees, and adjacent property owner
- Extensive on-site inspection with photographic documentation
- Off-site property reconnaissance
- Review of historical and current aerial photographs
- Description of local hydrogeological setting
- Preliminary groundwater evaluation
- Geological evaluation
- Written report with conclusions and recommendation
Phase II
A Phase II Environmental Site Assessment may be recommended if the Phase I ESA reveals potential environmental concerns that need quantifying. A Phase II ESA usually involves more indepth testing which confirms or refutes the presence of contaminants which are above regulatory enforcement action levels. This testing enables us to determine the risks associated with investment in the property. Our Phase II ESAs typically include:
- Soil, water, and waste sample collection and analysis
- Soil gas survey of site, if appropriate, to identify extent & type of contamination
- Geophysical site surveys to identify subsurface contamination
- Written report with recommendations to resolve the environmental liabilities
